(a) In this section, “commission” means the Texas Workforce Commission.
(b) The agency shall enter into a memorandum of understanding with the commission for the agency to transfer funds to the commission for the commission to provide to an individual who is 21 years of age or older a subsidy in an amount equal to the cost of taking one high school equivalency examination administered under Section 7.111.
(c) The commission shall adopt rules to implement the subsidy program described by Subsection (b), including rules regarding eligibility requirements.
