It is in the interest of the public welfare of this state to provide growers, shippers,
carriers, receivers, and consumers with evidence of the quality and condition of the
citrus fruit they grow, ship, or purchase. The purpose of this chapter is to authorize and prescribe the procedures by which
growers and shippers of citrus fruit may secure prompt and efficient inspection and
classification of their product at reasonable cost.
