If the department suspects or determines that a license holder violated this chapter or a rule adopted under this chapter with a culpable mental state greater than negligence, the department shall immediately report the license holder to:
(1) the United States attorney general; and
(2) the attorney general of this state, who may:
(A) investigate the violation;
(B) institute proceedings for injunctive or other appropriate relief on behalf of the department; or
(C) report the matter to the Department of Public Safety and any other appropriate law enforcement agency.
