(a) The owner of a boat livery shall cause to be kept a record of the name and address
of the person or persons hiring any vessel that is designed or permitted by the owner
of the boat livery to be operated as a motorboat, and the identification number of
the vessel. The record shall be preserved for at least six (6) months.
(b) Neither the owner of a boat livery, nor the owner's agent or employee shall permit
any motorboat or any vessel designed or permitted by the owner to be operated as a
motorboat or sailboat to depart from the owner's premises unless it shall have been
provided either by the owner or renter, with the equipment required by this chapter
and any rules and regulations made pursuant to this chapter.
