The authority shall develop its programs and plans for implementation in close cooperation with the existing county soil and water conservation districts as established under title 43, chapter 14, part 2 and county conservation boards as established by §§ 11-21-101 -- 11-21-109, so that such districts and boards are joint sponsors of individual projects or works of improvements as related to small watersheds in individual counties.
