(a) The board has authority to administer oaths, to summon witnesses and to take testimony in all matters relating to its duties.
(b)(1) The board shall be the sole agency in this state empowered to certify concerning competence in the practice of psychology to the division and the sole board empowered to recommend licensure or certification for the practice of psychology to the division.
(2) No individual shall be issued a license or certificate for the practice of psychology who has not been previously certified at the appropriate level of practice by the board.
(3) The board shall certify as competent to practice psychology all persons who shall present satisfactory evidence of attainments and qualifications under provisions of this chapter, the rules and regulations of the board and chapter 1 of this title.
(4) Such certification shall be signed by the chair of the board under the board's adopted seal.
(c) It is the duty of the board chair under the direction of the board to aid the solicitors in the enforcement of this chapter and the prosecution of all persons charged with the violation of its provisions.
