(a) In order to expand driver education throughout the public schools of this state and to promote safety on the highways, the department of education is directed to promote and expand driver education and training courses throughout the public schools of this state. The courses shall include an area of instruction dealing with the effects of the consumption of alcoholic beverages on driving abilities.
(b) To the amount apportioned to the department to promote and expand driver education throughout the public schools of this state and promote safety on the highways, pursuant to §§ 67-4-602 -- 67-4-606, shall be added the annual appropriation of state funds for the driver education program. The funds appropriated to the department may be used for matching any federal funds that may become available for driver education under the Highway Safety Act of 1966, P.L. 89-564 (23 U.S.C. § 401 et seq.).
