Nothing in this chapter shall e construed to affect the powers and duties of the department of environmental management, as they relate to dams, established pursuant to other provisions of law; nor shall this chapter be construed to affect the responsibilities of dam owners, established pursuant to chapter 19 of title 46, absent the establishment of a district.
