(a) The moderator, the treasurer, the district clerk, the chairperson of the finance committee and the chairperson of the public works committee, constitute a district council. It is the duty of the district council to:
(1) Supervise and coordinate the activities of all of the officers, commissions, and committees of the district;
(2) Fill vacancies in offices as provided in § 45-52-6(b);
(3) Prepare, or have prepared, ordinances relative to the district and its activities, and present the ordinances to either the annual or special meeting of the district for action; and
(4) Develop for, and present to, the annual or a special meeting called for the purpose, plans for the improvement and development of the district.
(b) The council also has the care, management, and control of all property and equipment owned by the district, subject to any ordinances, bylaws, and regulations which the district may make with respect to them. Three (3) members of the council constitute a quorum. Notice of the time and place of the meeting shall be given by the member calling the meeting by mailing written notice of the meeting at least five (5) days prior to the meeting to each of the members of the council.
(c) The district council shall, at least twenty (20) days before each and every annual meeting, sit in open meeting to receive requests for funds to defray the cost of the activities of the district, and to receive suggestions for expenditures to improve the property of the district, extend the usefulness of the district to residents, and for all other purposes, and shall report thereon to the annual meeting with its recommendations.
