There are transferred to the director of children, youth and families:
(1) Those functions of the department of corrections that were administered through or with respect to the division of youth services and the division of field services to include generally and specifically juvenile diagnostic service: chapter 56 of this title, the department of corrections and chapter 18 of title 12;
(2) All functions of the divisions of youth services and field services of the department of corrections and all officers, employees, agencies, advisory councils, committees, commissions, and task forces relating to children and their families of the divisions of youth services and field services; and
(3) So much of other functions or parts of functions and employees and resources, physical and funded, related thereto of the director of the department of corrections, as are incidental to and necessary for the performance of the functions transferred by subsections (1) and (2).
