Whenever the governor finds that existing or impending abnormal, energy resource-related market disruptions threaten the health, safety, or welfare of the citizens of this state, the governor shall by executive order declare the existence of an energy crisis in any or all sections of the state. This declaration shall fully describe the nature of the energy crisis and shall be filed with the secretary of state and the city and town clerks in the affected areas and shall remain in effect in any or all sections of the state until it is rescinded by a subsequent executive order or by concurrent resolution of the general assembly at any time after the energy crisis declaration has been in effect for at least sixty (60) days.
