(a) The provisions of this chapter apply to the certification and enforcement of efficiency standards for the following types of new appliances sold, offered for sale, or installed in the state:
(1) Fluorescent ballasts of F40T12 and F96T12 lamps; and
(2) Luminaires with fluorescent ballasts for F40T12 and F96T12 lamps.
(b) The provisions of this chapter do not apply to new appliances manufactured in Rhode Island and sold outside of the state; new appliances manufactured outside of Rhode Island and sold at wholesale inside of the state for final retail sale and installation outside of Rhode Island; appliances installed in mobile homes at the time of construction; or appliances designed expressly for installation and use in recreational vehicles.
