Whenever a prisoner shall be discharged he or she shall be decently clothed, and the director, or the director’s designee, shall pay to him or her all moneys credited to his or her account at the time of his or her discharge; provided, however, that in the case of every prisoner who shall have been sentenced for more than one year, the prisoner shall be paid not less than twenty dollars ($20.00) at his or her discharge.
