(a) All departments, agencies, boards, commissions, or councils in the government of the state of Rhode Island, required by law to submit annual reports, shall do so on the basis of the state fiscal year commencing July 1, 1963. The reports shall be submitted to the director of administration in such manner and form and at such time as he or she may prescribe, and the director shall compile a single annual report comprised of digests of the annual reports of the state's departments, agencies, boards, commissions, or councils.
(b) No other department, agency, board, commission, or council shall, unless otherwise directed by the director of administration, have printed its annual report.
