(a) There is hereby created a permanent council to be called the “Interagency Council on Housing Production and Preservation” consisting of twelve (12) members:
(1) One of whom shall be the director of the Rhode Island housing and mortgage finance corporation, or the director's designee;
(2) One of whom shall be the director of the department of business regulation, or the director's designee;
(3) One of whom shall be the director of the department of environmental management, or the director's designee;
(4) One of whom shall be the secretary of the executive office of commerce, or the secretary's designee;
(5) One of whom shall be the director of the department of labor and training, or the director's designee;
(6) One of whom shall be the director of the department of health, or the director's designee;
(7) One of whom shall be the director of the office of healthy aging; or the director's designee;
(8) One of whom shall be the director of the office of veterans services, or the director's designee;
(9) One of whom shall be the director of the department of behavioral healthcare, developmental disabilities and hospitals, or the director's designee;
(10) One of whom shall be the executive director of the Rhode Island infrastructure bank, or the executive director's designee;
(11) One of whom shall be the director of the department of administration, or the director's designee; and
(12) One of whom shall be the secretary of the executive office of housing, or the secretary's designee, who shall be the chair of the council.
(b) The council may invite additional entities to participate as necessary in meetings in a non-voting capacity, including but not limited to:
(1) The public finance management board;
(2) The historical preservation and heritage commission; and
(3) The office of postsecondary commissioner.
(c) The executive office of housing will provide administrative support to the council.
