The department of mental health, retardation, and hospitals shall develop and conduct training programs for members of the various community based task forces established on substance abuse prevention established pursuant to chapter 21.2 of title 16. The director of the department of health, or his or her designated agent, shall make an annual report by September 1 each year to the commission which shall detail the expenditure of the funds appropriated for the training program or programs.
