Whenever, in any general or special law, reference is or shall be made to the director of social welfare or the assistant director of social welfare for curative services pertaining to the Doctor Joseph H. Ladd Center, programs, and services for people with intellectual or developmental disabilities, the reference shall mean, and be construed to mean, the director of behavioral healthcare, developmental disabilities and hospitals.
