(a) The director of administration, with the approval of the governor, shall make the conclusive determination of the number of positions, personnel, property, records, and appropriation balances, allocations, and other funds of the department of health to be transferred to the department of behavioral healthcare, developmental disabilities and hospitals in connection with the functions transferred thereunto by the provisions of this chapter.
(b) Such further measures and dispositions as the director of administration, with the approval of the governor, shall deem necessary in order to effectuate the transfer of functions provided in this chapter shall be carried out as the director of administration shall direct and by the agencies the director of administration shall designate.
