(a) Persons who import, purchase, breed, sell, exchange, barter, give away, or otherwise deal in psittacine birds shall keep records of each bird consisting of the following data:
(1) Breeder's name and address;
(2) Identifying band number;
(3) Species of bird;
(4) Date of transfer to new owner; and
(5) Name and address of new owner.
(b) These records shall be kept for a minimum period of two (2) years and be subject to inspection by the local health officer or a representative of the state department of environmental management.
