If, upon a hearing and investigation, the division shall find that the regulations, practices, acts, plant or equipment, appliances, or service of any public utility, or any condition suffered, permitted, or maintained by any public utility is unsafe and non-potable or improper, or that the public safety is endangered thereby, the division shall by order determine the proper regulations, practices, acts, plant or equipment, appliances, or service thereafter to be in force and to be observed, maintained, and used by the public utility, and may by order require any dangerous, improper, unsafe, and non-potable condition to be removed or remedied.
