No person shall operate an NEMT vehicle for compensation upon the public highways until the person shall have first obtained an operator's license as provided for in chapter 10 of title 31. Provided, further, no person shall operate an NEMT vehicle upon the highways until the person shall have first obtained a special license from the division under any rules and regulations that the division shall have established in accordance with § 3-14-20 and § 39-14.1-8. Nothing in this section shall prohibit the executive office of health and human services from requiring additional vetting and/or training of NEMT drivers.
