(a) The director of the department of administration is hereby authorized and empowered to convey or lease for a term of one hundred (100) years the existing Washington county courthouse in West Kingston to the South County center for the arts upon the completion of a new courthouse. The sale or lease shall be for the sum of one dollar ($1.00).
(b) The association shall be responsible for all costs associated with the conveyance or lease to include maintenance, repair, and upkeep.
