Whenever it is required under this chapter that any notice or publication shall be published in a public newspaper, the newspaper shall be held to mean a public newspaper that has been regularly published for at least six (6) months prior to the first publication of the notice, or a merged or consolidated public newspaper formed by the merger or consolidation of two (2) or more public newspapers, one of which has been regularly published for at least six (6) months prior to the first publication of notice.
