(a) Any final order or decision of the commissioner, including any order made after a hearing under the provisions of §§ 27-6-17 -- 27-6-22 or § 27-6-49, shall be subject to review by a petition filed within twenty (20) days after notice of it at the instance of any party in interest in the superior court for the counties of Providence and Bristol, and the matter shall be heard de novo in the superior court and decisions on issues of fact shall be in accordance with the preponderance of the evidence presented there.
(b) The court shall determine whether the order or decision of the commissioner shall be stayed pending review. The court may, in disposing of the issue before it, modify, affirm, or reverse the order or decision of the commissioner in whole or in part.
(c) An appeal may be taken from the decision of the superior court to the supreme court, and that appeal shall follow the course of equity.
