(a) To the extent that funds are appropriated for this purpose, the council on human trafficking may make a grant to, or contract with, a unit of state or local government or nongovernmental victim's service organization to develop or expand service programs for victims.
(b) A recipient of a grant or contract under subsection (a) of this section shall report annually to the council on human trafficking the number and demographic information of all victims receiving services under the grant or contract.
