The president and CEO is authorized to confer with persons versed in aviation; to cooperate with the various United States government agencies interested in aviation; and to employ and discharge, at his or her pleasure, engineers, architects, and other assistants as he or she may deem advisable and fix their compensation within the amounts appropriated for their compensation, subject, however, to the approval of the director of administration.
