No individual residing outside the borough and subpoenaed under section 1014 (relating to hearings before council; witnesses) shall be required to respond to the subpoena until mileage to and from the borough at the rate established by the council under the act of July 20, 1979 (P.L. 156, No. 51), 1 referred to as the Uniform Mileage Fee Law, and witness fees as required by law relating to witnesses have been paid.
