Any person who solicits money for assisting any person to obtain any benefits under this act shall be guilty of a misdemeanor and upon conviction thereof shall be sentenced to pay a fine not to exceed one thousand dollars ($1,000) and costs of prosecution, or to undergo imprisonment for one year, or both. This provision shall not apply to an attorney at law who for a fee has been retained by a claimant to give him legal advice and assistance in obtaining benefits.
