Other than the obligation to contribute to the fund as provided in this act, no deposit, bond or other security shall be required of any carrier as a condition to authorization to transact the business of workmen's compensation insurance in this Commonwealth.
Contributions to the fund created by this act, at the rates fixed by this act, shall be allowed in full as expenses of the business of workmen's compensation insurance by the commissioner in fixing and approving rates for such insurance.
