In addition to his powers and duties under the act of December 21, 1988 (P.L. 1871, No. 181), known as the “Small Business Advocate Act,” 1 the small business advocate shall have standing to represent the interest of employers as a party in proceedings before the department or any court involving filings by rating organizations and insurers pursuant to Article VII. 2
