Money appropriated under section 502 1 shall be used by the department for the consumer energy program as follows:
(1) The sum of $92,500,000 shall be used for loans, grants, reimbursements or rebates from funds available under section 502 to individuals residing in owner-occupied dwellings or to small businesses for the purchase and installation price of consumer energy conservation projects. An applicant shall be eligible for up to 25% of the purchase and installation price of a consumer energy conservation project. A solar energy project shall not be eligible for a loan or grant under this paragraph.
(2) In fiscal year 2008-2009, the sum of $5,000,000 shall be transferred to the Home Energy Efficiency Loan Fund established under section 605(a). 2
(3) The sum of $2,500,000 from funds available under section 502 shall be used for loans or grants to individuals or small businesses for the purchase and installation of data center consolidation projects.
