Pennsylvania Statutes Title 73 Pa.C.S.A. Townships § 6304. Petition for viewers by board of commissioners

The board of commissioners may petition the court of common pleas for the appointment of viewers to assess the total cost of an improvement in accordance with this chapter.  The viewers shall assess the total cost of the improvement, or as much of the cost as is reasonable, upon the lands or properties peculiarly benefited.
