The following shall be considered a misdemeanor and, upon conviction, the individual shall be sentenced to pay a fine of not more than $500 or to imprisonment for not more than 90 days, or both:
(1) A township commissioner who, by vote, appoints an individual to the police force or as a firefighter contrary to this chapter.
(2) A township commissioner or member of the civil service commission who willfully refuses to comply with or conform to this chapter.
