Pennsylvania Statutes Title 73 Pa.C.S.A. Townships § 1911. State association of township commissioners

(a) Authorization.--A State association of township commissioners may be formed.

(b) Meetings.--The association shall hold annual meetings and educational conferences at a designated time and place within this Commonwealth for the purpose of addressing the interests of the townships.  The expenses of the annual meetings and educational conferences may be paid, in full or in part, by the townships joining the association.

(c) Bylaws.--The association, at its annual meeting and educational conference, by majority vote of each of the voting delegates attending, may adopt and amend bylaws to govern the association.  The bylaws shall govern the qualifications of delegates, election of officers, the delegates and officers designation, qualifications and duties, payment of dues and organizational details.  The association shall function under the bylaws for advancing the interest of and betterment of township government in townships of the first class.

(d) Dues.--The dues adopted in the bylaws shall be paid by each township upon becoming a member of the association and shall be used for association purposes and activities authorized or ratified by the association or incurred on behalf of the association by its officers and executive committee.
