The county commissioners of any county may grant rights of way or licenses for rights of way for roads, pipe lines, electric lines, telephone lines, and telegraph lines on and across lands purchased by the county at any tax sale and owned by the county after the period of redemption provided by law has expired. They shall charge for such rights of way and licenses such remuneration and damages as they deem the conditions and circumstances warrant.
All net proceeds from such rights of way or licenses shall be recorded and disposition thereof made in the same manner as other income or money derived from the property concerned.
