From and after the passage of this act it shall be lawful for the several county treasurers in this commonwealth, hereafter elected or appointed, to charge and deduct from school, road and all other municipal taxes, collected and paid over to the proper authorities by them, the same rate per centum, as compensation, as hereafter may be legally allowed them for the collection and disbursement of county taxes: Provided, That such rate shall in no case exceed five per centum of the whole amount so collected and paid over.
