The board shall establish and maintain in its office a register which shall show the present valuation and assessment of all property in the county both real and personal, and from time to time as the same are made, all additions thereto and changes thereof, together with the signature of all persons responsible for any changes in the assessment or valuation of any such property and the reasons for any such changes.
