The members of the board of revision of taxes in counties of the first class holding office on the effective date of this act shall continue to hold office until the expiration of the terms for which they have been appointed. After the effective date of this act, all appointments of members of the board in counties of the first class shall be made by a majority of the judges of the courts of common pleas of the county, and said judges shall appoint a member of the board for the full term of six years whenever, after the effective date of this act, any vacancy shall occur, whether by reason of the termination of an incumbent's term, his death, resignation or removal.
