It shall also be the duty of the commissioners, acting as a board of revision, or the board for the assessment and revision of taxes, as the case may be, of the respective counties, to give notice, by advertisement in one or more newspapers printed in or nearest to the seat of justice of the proper county, at least three weeks before the day of appeal, of the time and place fixed for such appeal from triennial assessments.
