In boroughs divided into wards, in making the valuation of property, the elected assessors of all the wards shall act as a board of assessors; and such board of assessors shall make the assessments of all subjects of taxation in the borough, for borough, school, district and county purposes, and return thereof shall be made to the county commissioners, as now provided by law, subject to revision by the county commissioners as now provided by law.
