It shall be the further duty of the county commissioners or the board of revision of taxes of the proper county or city, upon the receipt of the daily records from the offices of the recorder or prothonotary or clerk, to file the same in their office, and on or before the time of making the annual or triennial assessment in any year, to prepare from the said records a statement or statements, showing as far as practicable the number and amount of said mortgages and all other obligations, and names of the parties thereto in each borough, township, district, or ward in such county or city, which said statement shall be delivered to the assessor or assessors of each borough, township, district, or ward, respectively, before said officers shall enter upon the discharge of their proper duties.
