Whenever, heretofore, taxes have been assessed against any property used exclusively for public hospital purposes, including the ground upon which any hospital building has been erected, and so much additional ground as may be or may have been necessary for such public hospital purposes, and said taxes have not been paid, the taxes so assessed and unpaid shall be remitted by the municipal authority levying the same.
