It shall be the duty of the state treasurer, upon presentation to him of the quarterly collections of fees, emoluments and perquisites of any officer, agent or employé of the state, and upon the filing in his office of the certificate of the auditor general required by the third section 1 of this act, to receive the said collections, and to give a receipt to the proper officer, agent or employé in each case for the amount thereof, distinguishing between the sum paid in for the use of the officer, agent or employé, and the sum paid in for the use of the state, which said receipt shall be presented to and countersigned by the auditor general in the usual manner.
