The auditor general shall have power in all cases in settling ․․․․․․․․ the accounts for the contingent and other expenses of the legislature and other departments of the government, to inquire into the correctness and fairness of the prices charged; and it shall be his duty to disallow any excess over fair cash prices; and may require the seller and any one procuring supplies for said ․․․․․․․․ departments, to make affidavits as to the prices actually paid or agreed to be paid for the same, and procure affidavits from those in the trade, as to the just and fair value thereof for his information and government.
