Within the limitation set forth in section 7(a)(4) of Article VIII of the Constitution of Pennsylvania, the issuing officials are authorized and directed to borrow, on the credit of the Commonwealth and subject to the conditions and limitations of this act, money necessary to carry out the purposes of debt-authorizing acts passed in accordance with the provisions of this chapter.
