(a) Budget estimates.--The joint underwriting association shall submit written estimates to the Secretary of the Budget as required for administrative departments, boards and commissions under section 615 of the act of April 9, 1929 (P.L. 177, No. 175), 1 known as The Administrative Code of 1929. Estimates shall be submitted as requested by the Governor, but no less than once each fiscal year.
(b) Testimony.--
(1) An agent of the joint underwriting association shall, upon request, appear at a public hearing of the Banking and Insurance Committee of the Senate and the Insurance Committee of the House of Representatives to testify regarding an estimate submitted under subsection (a).
(2) An agent of the joint underwriting association shall, upon request, appear annually before the Appropriations Committee of the Senate and the Appropriations Committee of the House of Representatives to testify regarding the fiscal status of the association and to present any requests for appropriations.
