(a) Additional appropriations.--In addition to an appropriation under section 706(b) and (c) of the act of July 28, 1988 (P.L. 556, No. 101), 1 known as the Municipal Waste Planning, Recycling and Waste Reduction Act, the General Assembly may appropriate money from the fund to the Department of Environmental Protection.
(b) Priority.--Money appropriated from the fund by the General Assembly under a general appropriation act or other appropriation act shall be distributed prior to allocations under section 706(c) of the Municipal Waste Planning, Recycling and Waste Reduction Act.
