(a) Appropriations.--The following shall apply to appropriations for the Department of Corrections:
(1) When making expenditures from appropriations for the operation of State correctional institutions, the Department of Corrections shall give consideration to minimum relief factor values calculated when determining staffing levels for corrections officers and food service instructors at each State correctional institution.
(2) The annual general government operations funding for the Pennsylvania Parole Board shall be appropriated to the Department of Corrections via a separate line item appropriation.
(3) The annual general government operations funding for the Board of Pardons shall be appropriated to the Department of Corrections via a separate line item appropriation.
