Requisitions shall be audited by the Treasury Department in accordance with generally accepted auditing standards and if they appear to be lawful and correct, the State Treasurer shall issue his warrant for the payment thereof. The Treasury Department shall audit requisitions for payments to credit card processors in accordance with generally accepted auditing standards to determine if they appear to be lawful and correct after issuing a warrant for payment and shall refer any error to the Secretary of the Budget and the Office of Attorney General for recovery or collection. Otherwise, they shall be returned to the source from which they came for revision, correction, or cancellation.
