The secretary of the land office 1 is hereby authorized, for the usual fees to be paid therefor to the use of the commonwealth, to give exemplifications of letters of attorney contained in any of the books in his office in which letters of attorney are recorded, at the request of any person or persons desiring the same, under his hand and the seal of his office; which letters of attorney so exemplified, having been duly proved according to law, shall be evidence in all courts of justice and elsewhere in this commonwealth, notwithstanding such letters of attorney, when relating to lands or real estate, shall not have been recorded in the proper county where such lands or real estate may have been or now are situated.
